It is very simple: You have a rolled newspaper and the duty to protect the streets from dogs and flying saucers. Beware , if you want to avoid the charge of excesive violence you have to strike the dogs only when they raise their hind paw (not before , not after) and strike them only in their ehm "pride"  ;D
