The game is called Zero Wing, and it was an arcade game at first, later ported on the Sega Megadrive (called the Genesis in the USA). There's a PC Engine version too I think, but the crappy translation that resulted in that quote is only present in the Megadrive version.

Yeah, that was the genesis one, that intro music was pretty damn awesome too, ah, the memories.

It was average, the only feature that really set it apart from other side-scrolling shooters of it's type was that tractor beam thing.

But I'll admit, that tractor beam was pretty fun to mess around with.
