Are there any differences between the US Toycom mini figure and the original Japanese Art of War ?

Not really. The Japanese ones have more variants (colors, blood, little extras like hawk flags), but the figures themselves are the same. The packaging is different though, but no biggie. In other words, if you live in the US, and in no need to get every exclusive figure made, then get the US ones, they will be cheaper =).
