I don't think Locus was mentioned at all. Griffith must have heard of his exploits during his galavanting around midland destroying armies, conquering, etc.

No, thats Locus's first mention and appearance. What Griffith says is just pretty typical of the "oh, sure I know who you are! Your reputation is well known!" (yet the audience knows nothing) anime/manga thing. You see it a lot.
