Like the title said, who is responsible to initiate the process? Is it the seller, from Japan, or buyer, me in US? I've called the post office and went to my local office and all of them said the seller need to start it since it's international. Contacted the seller and his post office told me to start it. Tired of these run-arounds and red tape. Thanks.

), the seller had to 'initiate proceedings'. This can make it very difficult as obviously the buyer is the one with the damaged goods, in a different country, and the seller has to fill in the relevant claim forms. If the seller is very willing and helpful you may get it sorted, if not ...... well, best of luck!
