I didn't have a problem with Raiden either.  He was protrayed to be more or less a newb soldier trained by VR and put on his first assignment.  Kojima also wanted to show off Solid Snake from another characters perspective and not you, the gamer's. 

But no one wanted to play as a guy that is easily mistaken for a girl... What's more no one wanted to listen to the General Hospital style soap opera drama in the middle of a mission of paramount importance that could mean armegedon. That is the main explanation of why most people hated Raiden... That and a lot of idiots couldn't understand the story and needed something to blame. ;D

I'm sorry but the man's a genius that keeps you guessing up until you have and have beaten the game.
