Think about it though...in some ways whatever form they got as apostles were also reflections of their desires as well. Roshina wanted to be free and have the world be full of children and play forever...she got her wings so she could fly and be free. The Snail Count was a fat glutton guy, a 'slug'. Zodd was powerful and muscular and his form is like the Minotaur. The Snake Baron was probably just a basically 'sinister, sneaky' guy and his form was a snake. He was probably a brute and cruel before he got his form too.
