Such incongruities aside, the difficulty in this game feels more exciting than in the last few Bethesda games. It's not a difficult game by any means, even on Survival, but there are difficult moments. At level 50, I've encountered two 'Legendary Major Gutsies' by now, and they completely ventilated me each time.
That's too bad about the survival being a lot simpler. Then again in New Vegas, all the 'survival' aspects became negligible pretty fast. There were some harder battles on the hardest difficulties in New Vegas, but it was pretty easy as a whole (expansions included).
Fallout 3 could be ridiculous on very hard though. Everything was easy until the expansion enemies started spawning. It's not even that they're hard, they just have insane amounts of health. When you're fighting 5 enemies at once that take a billion shots each, it just gets stupid hah.
I just actually came across a normal Major Gutsy in Fallout 4 and it tore my health to pieces pretty fast. I look forward to said legendary ones hah.
