Easy money, like the rest. It's already getting plenty of playtime from PSP owners through the PS1 emulator. But to remake the game for the PS3, with up-to-date graphics, renewed gameplay, additional content, new cinematics, and so on? It'd cost a ton of money and would mobilize a lot of people. And that's more than what they're willing to do for a remake, which I can understand. They'd rather make new games.
